Philippine National Police Propose Perpetual Ban on Reckless Motorcycle Riders

The Philippine National Police’s (PNP) Highway Patrol Group-Provincial Advisory Group (HPG-PAG) in Rizal province has recommended a permanent ban on a motorcycle rider who was involved in a tragic accident while performing a dangerous stunt.

Reckless Stunt Leads to Tragic Outcome

Motorcycle rider John Louie Arguelles lost his life while attempting a “superman-like” stunt on Marilaque Highway. His companion, Rico Buyawan, survived the incident. The HPG-PAG has called on the Land Transportation Office (LTO) to permanently disqualify Buyawan from obtaining a driver’s license.

“Driving is a privilege, not a right,” stated the HPG-PAG. “Those who fail to exercise responsibility should not be given the opportunity to repeat their reckless behavior.”

HPG-PAG Calls for Enhanced Road Safety Measures

To prevent similar incidents, the provincial HPG has urged for permanent outposts and checkpoints, strategic monitoring in critical areas such as Palo Alto, Manukan, and Devil’s Corner, and increased support for the HPG-PAG in Marilaque. They emphasized the need for more personnel, patrol vehicles, and speed monitoring equipment.

The HPG-PAG also advocated for local government involvement in enforcing road safety through ordinances, strict penalties, and roadside emergency infrastructure. They propose designating Marilaque as a traffic discipline zone with stricter speed limits, regular enforcement operations, mandatory safety briefings for group rides, and roadside CCTV monitoring to discourage thrill-seeking behavior and instill responsible riding practices.

The HPG-PAG continues to push for reforms and accountability, emphasizing that every preventable death must be addressed. They advocate for their campaign slogan, “Gawing Ligtas ang Marilaque: Chill Ride, Hindi Kill Ride!” to prevent Marilaque from becoming a riders’ graveyard.

“We will not stop pushing for reforms and demanding accountability,” the HPG stated. “If we do nothing, the next fatality could be someone we know — our friend, our loved one, or even ourselves.”

To formalize their call for action, officers and members of HPG-PAG Rizal issued a signed statement expressing their full support for stricter enforcement, stronger safety measures, and their commitment to making Marilaque a safe and responsible riding highway.

LTO and PNP Launch Road Safety Campaign

Last Monday, the LTO and the PNP launched a campaign titled “Make Marilaque Road Safe Again.” LTO chief Vigor Mendoza II and Sen. JV Ejercito led rider groups and road safety stakeholders in this initiative.

Mendoza cited data from the PNP-Highway Patrol Group showing that 31,000 road accidents and 2,747 fatalities occurred across the country last year. He also noted that 47,206 vehicles, including 15,000 motorcycles, were involved in accidents in 2024.

Government Officials Urge Further Action

Sen. Ronald Dela Rosa urged the government to find a “permanent solution” to reduce road accidents along the Marilaque Highway.

“The PNP-HPG should tighten its patrol along the entire stretch of the Marilaque Highway with the support of local police and local government units,” Sen. Dela Rosa emphasized.
