Associations of local elected officials and the Federation hospitalière de France (FHF) denounce in a forum a "insufficient consultation" in the elaboration
health bill expected Wednesday in the Council of Ministers.

"Every day we measure the health concerns of our fellow citizens" write the FHF, which represents public health establishments, the Association of Mayors of France (AMF), the Assembly of French Departments (ADF) and Regions of France (formerly ARF) in this forum published by the Sunday Diary.

"Quality care for all"

The reorganization of the health system promised in September by Emmanuel Macron privileged "an approach by the territories that allows to leave a system Jacobin, standardized and over-administrated", an approach "unanimously hailed as going in the right direction," believe the signatories .

But "the first known tracks of the law that will be presented Wednesday" by the Minister of Health Agnès Buzyn "only partially meet the reform announced by the president," they deplore. "Taking note of insufficient consultation upstream," they "propose" to their members to write to the government to demand "ambitious measures" in the fight against medical deserts and in favor of "quality care for all". They thus wish to "be the actors of a successful reform", by highlighting the issues that it "must respond to the emergency situation" experienced on the ground.

The suppression of the contest at the end of the first year of medicine

The bill to be presented on Wednesday reflects some of Emmanuel Macron's commitments. It includes the suppression of the "numerus clausus" and the contest at the end of the first year of medicine. As well as the revision of the hospital card, with the labeling of local hospitals, whose missions will be defined by ordinances.

Other measures are dealt with in another context, such as the creation of 4,000 medical assistant positions or the grouping of the Liberals within the territorial occupational health communities (CPTS), which are the subject of negotiations between the Health Insurance and the unions of health professionals.
