Minister Feller: We are going prepared for the autumn

The Department of Schools and Education announces:

On Thursday, September 22, 2022, the Budget and Finance Committee created the basis for the school authorities to continue to be able to procure the necessary protective equipment for the school staff at special schools, in joint learning and in all-day activities. Around 3.6 million euros are still available for this until the end of 2022. School Minister Dorothee Feller explained: “We have taken an important step in ensuring that our schools are well prepared for the cold season. This not only includes the fact that we gave them clarity and reliability about the applicable protective measures at an early stage with the Corona action plan. It is also important that we provide the necessary protective equipment for the staff at our schools. We also keep an eye on special groups of people.”

Masks (surgical masks type II or FFP2 masks) for the staff in the open all-day and in other all-day and care offers (according to BASS 12-63 No. 2) are generally provided by the school authorities. The cost of procuring the masks will be reimbursed to the school authorities by the district governments upon application. The state is providing a total of over 4.8 million euros for this, of which around 1.8 million euros have already been spent (as of June 30, 2022).

Due to the visual contact that is pedagogically necessary in some cases and the physical contact that is required in some cases, the staff at special schools and schools for joint learning require special protective equipment. Here, too, the procurement is carried out by the school authorities and the reimbursement by the district governments. The state is providing a total of over 1.6 million euros for this, of which around one million euros have already been spent (as of June 30, 2022).

Both measures were initially limited to September 30, 2022 under the umbrella of the Corona rescue package. The budget and finance committee of the North Rhine-Westphalian state parliament approved the decision of the state cabinet to extend the provision of funds until December 31, 2022 on Thursday.

There is currently no legal obligation to wear a mask in schools. In the Corona action plan of the Ministry of Education, however, the recommendation is made to wear masks in closed indoor areas. In support of this recommendation, masks are made available to state employees at schools via the school authorities. A total of around 11.8 million euros is available for this until the end of 2022. This does not include the above funds for full-time staff.
