Following a devastating fire in Kochani that claimed the lives of 59 individuals and injured approximately 200, Macedonia is facing a wave of public anger and scrutiny. Prime Minister Christian Mickoski acknowledged the public’s right to protest, stating:

I absolutely understand all those who have decided to express their legitimate anger through their democratic right to protest… We will solve the problems and will continue to solve them.

however, Mickoski also condemned what he described as political opportunism, asserting his government’s commitment to addressing the underlying issues.

Critical Shortages in fire Safety Inspection Personnel

The tragedy has brought to light significant deficiencies in Macedonia’s fire safety infrastructure. Shockingly, the position of fire protection inspector in Kochani’s Regional Department of the Directorate for Protection and Rescue (DSS) has been vacant since 2012. this absence is not an isolated incident; official data reveals that approximately half of the planned inspector positions nationwide remain unfilled, with only about 15 inspectors currently appointed, primarily concentrated in skopje.

This shortage raises serious concerns about the country’s ability to effectively enforce fire safety regulations and prevent future disasters. The lack of adequate staffing directly impacts the frequency and thoroughness of inspections, potentially leaving vulnerable establishments unchecked.

Historical Context and Systemic Weaknesses

Prior to being integrated into the Directorate, fire protection and natural disaster inspectors were under the purview of the Ministry of Interior. During that period,63 inspectors were appointed across all municipalities.Though, after the transfer, the number dwindled due to retirements and a failure to fill the resulting vacancies. This historical context underscores a systemic weakening of fire safety oversight over time.

Expert Opinions and Calls for Action

Zlatko iliev, chairman of the Voluntary Fire Company of Kochani, emphasized the urgency of addressing the systemic issues:

The tragic fire at the disco in Kochani is a confirmation that the problem of prevention and protection is long overdue and the system is not functioning.The absence of a suitable inspector may not have been crucial to preventing the incident, but it was likely that it could have an effect on the prevention.

Fire protection experts are now urging the government to allocate the necessary resources to fill the vacant inspector positions. Furthermore, they advocate for thorough fire safety training programs, starting from pre-school age, to instill a culture of prevention and preparedness throughout the population.
