Laing O’Rourke Completes Australia-Singapore Military Training Facility Project

Laing O’Rourke recently宣布 the successful completion of the Australia-Singapore Military Training Initiative (ASMTI) Shoalwater Bay Training Area facilities project, located 80 kilometers north of Rockhampton in Queensland. This significant achievement marks a major milestone in ASMTI’s ongoing development.

Enhancing Singapore Armed Forces Training Capabilities

The completion of the Shoalwater Bay Training Area facilities will enable Singapore Armed Forces personnel to conduct unilateral training for up to nine weeks annually within the training grounds, enhancing their operational readiness and military capabilities.

Project Oversight and Partnerships

Anointed Managing Contractor in August 2018, Laing O’Rourke orchestrated the development of Shoalwater Bay Training Area. This encompassed the construction of new facilities and the upgrading of existing infrastructure to support the training activities of both the Australian Defence Force and the Singapore Armed Forces.

“Laing O’Rourke is proud to have delivered this project, supporting the Department of Defence in achieving their strategic objectives, and driving positive outcomes for the local community for years to come.”

—Mark Dimmock, Managing Director

The project required collaboration with diverse domestic and international stakeholders, the Project Manager/Contract Administrator (PMCA), and the client. Laing O’Rourke maintained a flexible approach, balancing project demands with environmental sensitivity.

Cultural Engagement and Community Inclusion

From project inception, Laing O’Rourke prioritized cultural engagement, initiating early consultations with the Darumbal traditional landowners. These efforts ensured a respectful and inclusive partnership, recognizing and preserving the Darumbal community’s cultural heritage.

“Laing O’Rourke has consistently demonstrated their commitment to honouring Cultural Protocols and respecting the profound Darumbal connection to country and the preservation of our invaluable cultural heritage.”

—Darumbal People Aboriginal Corporation RNTBC

Through active participation of Darumbal-owned businesses, Laing O’Rourke achieved 11% Indigenous participation and 7% of total spend with Indigenous businesses, surpassing project targets.

Supporting Local Businesses and Workforce Development

Local and Indigenous businesses were a cornerstone of the project’s procurement strategy, as Laing O’Rourke focused on stimulating skills development and economic growth within the region. The scope of work was designed to support local contractors and suppliers, with 80% of all work packages awarded to regional Queensland businesses.

Laing O’Rourke also forged partnerships with local universities and schools, providing opportunities for student research projects, facilitating workshops with Indigenous businesses, and hosting career fairs. Collaboration with Central Queensland University resulted in the employment of five graduates in various roles with Laing O’Rourke.
