“To come to an agreed version with representatives of local self-government and soon (in the fall, for example) begin the process of introducing and discussing this version of amendments to the Constitution,” explained Kornienko.

Context:

On August 31, 2015, the Verkhovna Rada adopted in the first reading amendments to the Constitution regarding decentralization. The final adoption of the relevant bill was blocked due to the presence in it of a rule on the peculiarities of local self-government in certain areas of Donetsk and Luhansk regions.

On April 16, 2020, the parliament adopted bill No. 2653 on amendments to the law “On local self-government”. The draft law, in particular, introduced the concept of an administrative center and the territory of a territorial community. After the adoption of this law, Servant of the People announced the completion of the decentralization reform.

In February 2021, President of Ukraine Volodymyr Zelenskyy announced the creation of the Congress of Local and Regional Authorities under the President (on June 3, the Congress began work in Khmelnitsky). The head of state believes that this body will improve relations between local officials and the central government. The president also said that the decentralization reform in Ukraine has not yet been completed.

Authorities expect parliament to pass two laws on decentralization this year, as well as amendments to the Constitution, said Minister of Community and Territorial Development Alexei Chernyshov in early April. The Minister noted that in order to complete the stage of the decentralization reform, it is necessary to amend the Constitution. A special working group at the Office of the President is working on this, which includes himself.
