Kohod Village Head Evades National Police Clarification Over Sea Fence Case
TemPO.CO, Jakarta – The head of Kohod Village, Pakuhaji District, Tangerang Regency, Banten, Arsin bin Asip, missed an invitation from the National Police Criminal Investigation Unit (KCID) to provide clarification regarding the controversial sea fence case in Tangerang waters. The meeting was aimed at clarifying issues surrounding the alleged issuance of fake HGB (Hak Guna Bangunan) and SHM (Hak Guna Tanah Milik) certificates in the area.
About the Invitation
“We extended an invitation to the village head (Arsin), but he did not attend. It is his decision not to participate, but we have uncovered evidence of a criminal act,” Brigadier General Djuhandhani Raharjo Puro, head of General Crimes at the KCID, stated during a press conference at the National Police Headquarters on Tuesday, February 4, 2025.
Investigation Details
The KCID has concluded its preliminary investigation into the case. Investigators identified allegations of forgery related to official documents concerning the issuance of HGB and SHM certificates in the waters surrounding Tangerang. The investigation also revealed that witnesses, including ATR/BPN, the Ministry of Maritime Affairs and Fisheries, and the Bappeda of Tangerang Regency, had been examined. Djuhandhani emphasized that the investigation continued to be carried out professionally and transparently.

The Disappearance of Arsin
Residents last saw Arsin bin Asip on Friday, January 24, 2025, when he accompanied Minister of Agrarian and Spatial Planning/State Land Agency (ATR/BPN) Nusron Wahid. After that day, until Monday, February 3, 2025, Arsin was nowhere to be seen. He was not at his home, and he left with his Jeep Wrangler Rubicon and other luxury vehicles.
When Tempo reporters visited Arsin’s home, only a white Honda Civic with the police number plate B 412 SIN was parked there, with his name discernible from a distance. Furthermore, he did not show up for work at his office, located just 500 meters away from his residence.
The Village Consultative Body’s Response
The Village Consultative Body (BPD) of Kohod found itself powerless to address Arsin’s absence and the allegations against him. A resident, who preferred to remain anonymous, explained that the BPD consists of nine members, along with a chairman, deputy, and secretary.
When reached for comment, Agus, the chairman of the Kohod BPD, was in a meeting and declined to speak directly to Tempo. However, Oman, a member of the BPD, expressed frustration with the situation. He reported that Arsin and the secretary of Kohod Village, Ujang Karta, had previously been reported for corruption to the Corruption Eradication Commission (KPK) and the Ministry of Maritime Affairs and Fisheries (KKP).
