The Indonesian government is striving to ensure that the Smart Card for University Education (KIP) program, vital for funding university studies, remains untouched by President Prabowo Subianto’s budget efficiency policies outlined in Presidential Instruction No. 1/2025. This directive calls for a savings target of approximately Rp 306 trillion ($18.7 billion) through reallocating funds from the 2025 state budget.
KIP Program’s Exclusion from Budget Cuts
Togar Mangihut Simatupang, Secretary-General of the Higher Education, Science and Technology Ministry, insists that the KIP program is essential for national education. He emphasizes the program’s ongoing significance and aligns its preservation with the President’s priorities. “Our primary goal is to ensure that deserving students can continue receiving the support they need to pursue higher education,” Simatupang stated.
Expansion of KIP Program
The ministry aims to expand the number of KIP recipients by an additional 200,000 students, bringing the total to around one million beneficiaries. This plan is awaiting approval from the House of Representatives’ Budget Committee (Banggar). Simatupang explains, “Should the quota expansion be approved, we will subsequently request increased budget funding from the Finance Ministry to support this initiative.”

During a recent webinar, Brodjonegoro said, “We support academically talented students who are economically disadvantaged. Application Process
The application process for the 2025 KIP program remains unchanged from the previous year. Students must first enroll in the financial aid program and then apply to state universities via the achievement-based admission mechanism.
