In a statement that has sparked significant debate, Union Minister George Kurian has suggested that Kerala should declare itself a backward state to garner more financial assistance from the Centre. This proclamation has ignited controversy, with the ruling Left and Kerala’s Chief Minister, Pinarayi Vijayan, strongly criticizing the Union Budget 2025 for allegedly overlooking the state’s needs.

Kurian’s Proposal: Declaring Kerala Backward for Financial Aid

Kurian’s suggestion has been the focal point of the discussion. He contends that if Kerala declares itself backward, it could qualify for more financial packages from the Centre. This move would be evaluated by the Finance Commission, which assesses the development status of states and recommends financial allocations.

Kurian explained, “The Centre provides financial packages to states that lag in development. If you declare Kerala as backward, with poor roads, education, and infrastructure, the finance commission will assess the situation and submit a report to the Central government. The Centre will make its decision based on the report, not on its own.”

Kerala’s Chief Minister Responds: Disappointment and Demands

In direct contrast to Kurian’s proposition, Kerala’s Chief Minister, Pinarayi Vijayan, found the Union Budget grossly disappointing. He highlighted that Kerala had specifically requested a package of ₹24,000 crore for rebuilding Wayanad, a region devastated by deadly landslides in July last year. Additionally, a separate package for Vizhinjam Port, a project of national significance, was also sought but not received.

Vijayan emphasized, “We had asked for a special package of ₹24,000 crore, along with a separate package for the Wayanad landslides. Given the national significance of the Vizhinjam Port, we also requested support for it. However, none of these requests have been addressed.”

Left Leaders Accuse Centre of Being Anti-Kerala

The ruling Left in Kerala has taken a strong stance against the Centre’s actions, accusing the Union Government of having an “anti-Kerala” stance. CPM state secretary MV Govindan vehemently denied any possibility of Kerala accepting a backward status, emphasizing that this would never happen.

Govindan further elaborated, “The BJP has an anti-Kerala stance, with its leaders from the state sharing this view. We will not declare ourselves backward.”

Finance Minister Nirmala Sitharaman’s Omission of Kerala

During her detailed speech, Finance Minister Nirmala Sitharaman did not mention Kerala at all. This absence, along with the exclusion of other states like Gujarat, Uttar Pradesh, Madhya Pradesh, and Andhra Pradesh, has further fueled the criticism. The apparent oversight in addressing Kerala’s specific needs has added to the frustration and争议.

Concluding Remarks

The ongoing debate reflects the complex relationship between the Centre and states in India, particularly with Kerala. While Kurian’s suggestion to declare Kerala backward could potentially secure more funds, the ruling Left’s opposition to this move indicates a strong stance on preserving the state’s identity and autonomy.

The controversy surrounding the Union Budget 2025 and Kerala’s treatment highlights the critical need for clear communication and attention to the needs of all states. The discourse around financial packages and development indicators continues to play a pivotal role in shaping the national narrative.
