France’s Bird Flu Vaccine Campaign: A Pathway to Poultry Recovery

In a significant stride toward recovery, a bird flu vaccination campaign launched in France in 2023 has seen the nation’s poultry production rebound to its highest levels since destructive outbreaks of the virus decimated millions of birds, according to producers.

Bird flu vaccination, also known as highly pathogenic avian influenza (HPAI), has been a prevalent issue impacting farms globally in recent years. Its reach has extended beyond poultry to livestock and humans, such as dairy cattle and farmers, in regions including the United States.

France’s Leadership in Bird Flu Prevention

France took the lead among large poultry exporters when it introduced a nationwide vaccination campaign for ducks, the species most susceptible to the virus. This overarching initiative made the country the first major poultry exporter to implement such measures.

The Controversy Surrounding Vaccination

Despite the French government’s proactive stance, some countries imposed restrictions on imports from France, fearing that vaccinated birds could hide signs of infection, thus complicating the detection of virus presence.

Vaccination Success and Poultry Recovery

Defying the initial skepticism, Jean-Michel Schaeffer, the chair of French poultry industry group Anvol, declared, “vaccination is a success” in a press conference. He stated that between last year and this year, poultry numbers across all species have risen, allowing farmers to operationalize at full capacity.

The data supports Schaeffer’s announcement. French poultry output showed a 12.1% increase in 2024 compared to 2023, and rose by 2% from 2022 levels. It now sits 1.1% above the “pre-crisis” baseline of 2019, a year marked by fewer bird flu outbreaks.

U.S. Conditional Approval for Zoetis Vaccine

The successful implementation of French vaccination programs resonates beyond its borders. The U.S. Department of Agriculture (USDA) recently granted conditional approval to Zoetis to deploy its bird flu vaccine in poultry.

U.S. Vaccine Stockpile After 2014 and 2015 Outbreaks

The U.S. maintains a poultry vaccine stockpile, established after major bird flu outbreaks in 2014 and 2015. However, these vaccines have not been utilized due to similar trade concerns that France first encountered.

The Significance of France’s Experience

France’s experience offers a model for other nations grappling with avian influenza. By addressing trade concerns through transparent measures and showcasing the success of the vaccination program, the country could influence how global industry responds to future outbreaks.

Looking to the Future

As the poultry industry recovers and evolves, the role of vaccination in disease management is increasingly vital. France’s forward-thinking approach underscores the potential for vaccination programs as a tool for sustainability and resilience within the agricultural sector.
