The National Bureau of Investigation (NBI) and Armed Forces of the Philippines (AFP) apprehended Cai Shaohuang, 52; Wang Yong Yi, 52; Wu Jun Ren, 62; Wu Chengting, 38; and Chen Haitao, 36, during operations in Palawan, Ninoy Aquino International Airport (NAIA), and Dumaguete City from January 24 to 25.
According to NSA Año, these suspects were involved in aerial reconnaissance and collecting imagery intelligence on Philippine naval assets. Their surveillance activities near Ulugan Bay and Naval Detachment Oyster Bay in Palawan, as well as their monitoring of Coast Guard stations and naval docks, are raising serious concerns.
“Their activities are serious concerns that warrant a firm and coordinated response,” Año emphasized. “These actions by foreign nationals near key military facilities and resupply missions in the West Philippine Sea (WPS) highlight the ongoing need for strict scrutiny and proactive security measures.”

The suspects claimed to be part of civic groups. However, the NBI and AFP uncovered their true intentions: collecting data on Philippine Navy (PN) and Philippine Coast Guard (PCG) vessels in Palawan. Recovered electronic devices contained footage of PCG vessels, including BRP Teresa Magbanua and BRP Gabriela Silang, as well as Coast Guard monitoring stations.
