Commander Accused of Demanding illegal Payments from Troops

A high-ranking officer within the Ukrainian military is facing serious allegations of corruption. Lieutenant Colonel Svyatoslav Shumsky, the acting commander of a battalion specializing in unmanned systems within the 155th Separate Mechanized Brigade, has been detained on suspicion of extorting funds from his own soldiers.The arrest was carried out by a brigade operating in the Donetsk region, in conjunction with law enforcement officials.

The Alleged Scheme: fictitious Allowances and Forced Kickbacks

The investigation suggests a disturbing scheme.Soldiers under Shumsky’s command allegedly received full allowances, totaling approximately 100,000 hryvnias (roughly $2,500 USD), purportedly for frontline combat duty. However, investigators claim that these soldiers where not consistently engaged in direct combat. After receiving these payments,each soldier was allegedly compelled to remit 40,000 hryvnias (approximately $1,000 USD) back to thier commander.

This type of corruption can have a devastating impact on morale and trust within the armed forces. As one military analyst noted, When soldiers feel they are being exploited by their own leadership, it undermines their willingness to fight and puts the entire mission at risk.

Threats and Intimidation: “Sent to Zero”

According to the investigation, Shumsky allegedly used threats to enforce compliance. Soldiers who refused to participate in the kickback scheme were threatened with being sent to the most dangerous frontline positions, often referred to as zero.

Ample Sums Involved: Hundreds of Thousands in Hryvnias

Investigators have documented that in March alone,Shumsky allegedly received 920,000 UAH (over $23,000 USD) through this kickback system. He was reportedly planning to continue the scheme in April but was apprehended during the transfer of another bribe.

Legal Proceedings Underway: Detention and Potential Penalties

Shumsky has been transported to Kyiv, where he has been formally charged with obtaining unlawful benefits through extortion. If convicted, he faces a potential prison sentence of up to 10 years, along with the confiscation of his property.

The court has ordered his detention for 60 days,with the option of bail set at 49 million UAH (approximately $1.2 million USD).This high bail amount reflects the seriousness of the charges against him.
