DOLE Weighs In on Proposed P200 Daily Wage Increase for Workers

The Department of Labor and Employment (DOLE) recently advised stakeholders to carefully evaluate the impact of a proposed P200 daily wage increase on micro, small, and medium enterprises (MSMEs) in the Philippines. Labor Secretary Bienvenido Laguesma underscored the importance of considering how this proposed raise might affect employment and the overall economy.

Laguesma stated that over 95% of the 1 million enterprises in the Philippines are categorized as MSMEs. These figures indicate that micro enterprises account for 90.43% of all establishments, followed by small enterprises at 8.82%, and medium enterprises at 0.38%. They generate a substantial portion of the country’s employment, with micro enterprises contributing the highest percentage at 33.95%, small enterprises at 26.26%, and medium enterprises at 6.77%.

“Whether it’s doable or not, perhaps to put it in its proper context, out of the more than 1 million enterprises in the Philippines, more than 95 percent are micro, small enterprises,” shared Labor Secretary Bienvenido Laguesma during a News Forum in Quezon City.

To provide insights into how the proposed wage hike might impact employment and the economy, the DOLE offered technical inputs. “We’re not opposing the wage hike,” Laguesma clarified. “Instead, we’re offering inputs to give stakeholders an idea of its potential implications.”

DOLE’s focus on MSMEs stems from their significant role in the country’s economic landscape. MSMEs comprise 99.63% or 1,241,733 of the total number of enterprises, while only 0.37% or 4,640 are considered large enterprises.

Laguesma added that the DOLE would fully comply with and implement the proposed wage hike bill if it becomes law. “Congress is the one with the mandate to propose or pass laws,” he said. “If there is a law, we will implement it.”

Substitute Bill Passed by House Committee

The House Committee on Labor and Employment has recently approved a substitute bill mandating a P200 across-the-board wage increase for private sector workers. This bill compels all private businesses, regardless of size or industry, to raise daily pay by P200 upon its enactment.

Conclusion

As discussions about the proposed P200 daily wage increase continue, it is crucial to consider the impact on MSMEs, which play a vital role in the Philippine economy. The Department of Labor and Employment’s technical inputs highlight the importance of a thorough analysis before making any sweeping decisions.

President Marcos Jr. and DOLE Secretary Bienvenido Laguesma’s calls for further study underscore the need for a balanced approach in addressing wage reforms. The proposed wage hike undoubtedly aims to improve workers’ livelihoods, but it is essential to ensure that this change does not inadvertently harm the very enterprises that contribute significantly to the country’s workforce.
