Berlin dog register – registration obligation comes into force

Since January 1st, 2022, all citizens who want to keep a dog in Berlin permanently must report information about the owner and the dog in the Central Dog Register, which has now been implemented, in accordance with Section 13 of the Dogs Act. This obligation applies to all newly acquired dogs from the moment they are kept – for existing dogs that were kept before January 1st, 2022, there is a transitional period until July 1st, 2022. The responsible Senate Department for the Environment, Mobility, Consumer and Climate Protection (SenUMVK) has commissioned GovConnect GmbH from Lower Saxony to manage the dog register.

Even before the register was introduced, every dog ​​in Berlin had to be electronically marked with a transponder/microchip after the age of three months in accordance with Section 4 of the Dogs Act. Dogs now have to use the identification number assigned by the veterinarian

be registered in the register. The 15-digit number of the transponder (so-called “microchip”) identifies dogs unmistakably, but contains neither the name nor the address of the owner. Only if the number is saved together with the current data in a central database (registration) can the animal be assigned correctly.

Registration costs EUR 17.50 for online processing, or EUR 26.50 for registration by telephone or in writing. Registration is mandatory for all dogs newly acquired since January 1st, 2022. For animals that were kept before this date, there is a transitional period until July 1st, 2022. In addition to the registration, important changes such as a change of owner must also be recorded in the register in the future.

The new dog register is intended to provide an overview of the number of dogs kept in Berlin and to simplify the identification of escaped animals. In addition, the register enables statistical evaluations of the dangerousness of certain breeds or crossbreeds. The Berlin dog register is not a substitute for the nationwide free pet register. For a nationwide allocation of one’s own animal and owner data, voluntary registration should still not be dispensed with.

The Treptow-Köpenick public order office would like to point out the new regulation, but the practical implementation of the register is carried out by the responsible Senate administration and the company it has entrusted.

New rules have been in effect for dog owners in Berlin since the beginning of the year. The four-legged friends must be included in the dog register with immediate effect.

Previously, dog owners only had to declare their ownership to the responsible tax office, since taxes are due for the dog. Now the registration in the dog register must also be done. This database already existed before, but was previously only mandatory for conspicuous dogs.

With the extension of this obligation to report to all dogs kept in Berlin, it should be easier to match lost or stolen dogs to their owners. The name and address of the holder are stored in the file. If a dog is found, it is easy to check where the dog belongs. The whole thing works via the 15-digit number of the transponder, also known colloquially as a microchip, which every dog ​​has. This is saved in the database together with the address.

There are also costs associated with registration. An administration fee of EUR 17.50 for online registration and EUR 26.50 for telephone or written registration will be charged. Dog owners who bought their four-legged friend before January 2022 have until June 1st to register. Registration is now mandatory for dogs that are newly acquired in Berlin.
