During the discussion of the draft regional budget for 2022 and for the planning period, the deputies considered changes in the financing of the state program “Development of Education in the Sakhalin Region”. In connection with the amendments made, the state program will receive an additional 374 million rubles in 2022, 127 million rubles in 2023, and 330 million rubles in 2024. Budget funds will be distributed among four state educational subprograms, SakhalinMedia news agency reports with reference to the press service of the Sakhalin Regional Duma.

In 2022, an additional 41.6 million rubles were allocated to improve the accessibility and quality of preschool education. The funds will be used to provide subventions to Yuzhno-Sakhalinsk, Aleksandrovsk-Sakhalinsk, Anivsky, Nevelsky and Tymovsky municipal districts in connection with the increase in children in kindergartens by 126 people.

Part of the money – more than 18 million rubles – will go to the districts: to carry out major repairs of kindergartens No. 8 and No. 14 in the regional center, repair the roof of a kindergarten in Uglegorsk, and replace electrical wiring in the Kuril kindergarten “Scarlet Flower”. In addition, the funds will be used to overhaul the facade of the building of the Poronaisk preschool institution, in Kholmsk “Golden Key” will improve the territory, and in Aleksandrovsk-Sakhalinsky kindergarten “Ulybka” they will install warning and evacuation control systems.

As for the development of general education, the funding for this subprogram has also been increased by 195 million rubles. Subventions are provided to ten municipalities in connection with the increase in the number of students by 601 people. Among them: Yuzhno-Sakhalinsk, Aleksandrovsk-Sakhalinsky, Anivsky, Dolinsky, Korsakovsky, Severo-Kurilsky, Smirnykhovsky, Nevelsky, Tymovsky, Uglegorsky districts.

Within the framework of this subprogram, additional funds will be used to overhaul the gymnasium and replace window blocks in the secondary school in the village of Burevestnik, overhaul Gymnasium No. A.S. Pushkin in Yuzhno-Sakhalinsk, scanners were purchased for the points of the unified state exam. In connection with the receipt of funds from the federal budget, teachers will receive a monthly cash reward for classroom management.

A specialized bus for disabled children will be purchased for 709 thousand rubles in order to provide them with a quality education. Four boarding schools will allocate funds for their ongoing maintenance. Graduate students, students, students of educational organizations will not be left without financial support (named scholarships).

The subprogram “Improving the availability and quality of vocational education” has been increased by 489,000 rubles.

Almost 13 million rubles were additionally allocated for the development of the system of upbringing, additional education, social support for students and protection of children’s rights. Taking into account changes in the 2022 budget, 1.5 billion rubles are planned for the subprogram.

Of these, almost 30 million rubles will go to the current maintenance of institutions for orphans and children left without parental care, including the overhaul of the catering unit of the Zvezdny Family Accommodation Center.

Additional money, and this is 10 million rubles, will be used to pay compensation to parents for self-purchased vouchers to children’s health-improving Sakhalin institutions in connection with an increase in the number of applicants. Subsidies will be provided to the regional center for out-of-school educational work, the Yubileiny health and leisure center for the Sakhalin Star tent camp.

In addition, funding has been increased for the subprograms “Development of Human Resources” and “Construction, Reconstruction of General Educational Institutions in the Sakhalin Region”.

Following the consideration of the issue, the deputies adopted in the second (final) reading the Law “On the regional budget of the Sakhalin Region for 2022 and for the planning period of 2023 and 2024.”
